Intellectual Property Rights Protection in Russia and Abroad: Measurement Problems and International Comparisons
Abstract
In this article the quantitative methods of intellectual property rights protection (in particular, the composite indexes) are investigated and applied to Russia and foreign counties. Based on theoretical essentials in this direction and the world empirical experience on constructing the indexes the author suggests his own instrument of assessment of the innovation creation and property rights protection intensity and applies it to Russian regions: Moscow and Saint-Petersburg.
