Government Support and Innovative PPP Project Performance: Impact Assessment
Abstract
The article is devoted to the assessment of the impact of government support on the innovative PPP project of nanoceramics production in Novosibirsk. The survey of principal approaches to the assessment of the state support reveals the elements of ambiguity in the consequences of such support for innovative enterprises. With the original methods of project analysis the authors discover positive effects of direct state support. They also identify the level of impact of indirect state support on project’s financial results. The model experiment with the observed project under tax exemption conditions of three specific development institutions in Russia (Skolkovo Innovation Center, Special Economic Zones, Priority Development Areas) is presented. It demonstrates the strengthening of the influence of indirect state support in Priority Development Areas. The article discusses particular indicators, which make evident the mutual benefits for actors in the project. The indicator “quasi-profitability” is higher for government, than for the other participants of PPP project. The indicator “quasi-parity” confirms that the interest of all actors, best of all, correlate with the scenario of tax exemption for Priority Development Areas. The results of the article could be useful for the innovation project management and development of government’s innovation policy.
